四中全会精神在基层｜宁夏发布首批“宁夏工匠”技能品牌 入选品牌每个奖补50万元

11月5日，记者获悉，自治区人力资源和社会保障厅、自治区党委人才工作领导小组办公室日前联合发布了首批“宁夏工匠”技能品牌评选结果，“宁夏电力运检”与“六盘保姆”从近30家申报单位中脱颖而出，成为首批自治区级技能人才培育标杆，每个入选品牌获50万元奖补，开创全国技能人才品牌化建设奖补工作先河，标志着宁夏在高技能人才队伍建设方面迈出创新步伐。
“宁夏电力运检”技能品牌聚焦清洁能源等重点产业，由国网宁夏电力有限公司作为培育主体。该公司依托“1+6+N”实训体系，建成88个专业化实训基地，近3年累计为发电及新能源企业培养技术技能人才近5000人。同时，公司积极推动人才发展机制创新，入选自治区首批特级技师、首席技师评聘试点，实现职务、职员、专家人才“三通道”贯通，高技能人才占比达46.36%，为宁夏电力供应与服务提供了坚实支撑。
“六盘保姆”品牌立足固原市原州区，以家政服务为抓手，打造具有地域特色的劳务品牌。通过县、乡、村三级培训服务体系与“部门+机构+企业”三方协作机制，实现培训与就业精准对接。近3年累计培训1.03万余人，带动就业3910人，年经济效益约9000万元，金牌保姆年收入超过10万元。2024年，“六盘保姆”成功入选全国家政劳务品牌典型案例。
自治区人社厅相关负责人表示，首批“宁夏工匠”技能品牌的发布，是宁夏推进新时代人才强区战略的重要里程碑。未来，宁夏将继续围绕重点产业发展需求，打造更多具有区域影响力的技能品牌，为经济社会高质量发展注入强劲的“技能动力”。（宁夏日报记者 马照刚）

宁夏多部门联动构建社保数据共享共治新机制 社保待遇核查迈向高效协同治理新阶段

11月7日，记者获悉，自治区人力资源和社会保障厅日前联合公安、民政、司法等11个部门共同印发《关于加强数据共享提升社会保险待遇核查质效的通知》，系统构建覆盖全流程的社保数据共享比对机制，推动社会保险基金管理由“纵向防控”向“全系治理”转变，全面提升待遇核查质效。
《通知》围绕“依法共享、高效协同、渠道畅通、安全规范”四大原则，明确以自治区政务数据共享交换平台为依托，建立人社部门牵头、多部门协同的数据共享机制。机制涵盖四方面内容：依法依规共享，人社部门在提出数据需求时同步提供法律法规依据与当事人授权材料，确保程序合规；高效协同共享，各部门须限时完成审核，通过接口对接、文件交换等方式，实现新增数据实时推送、存量数据每月更新；渠道畅通共享，除平台交换外，可根据实际协商采用安全交换方式并明确数据优先权；安全规范共享，对特殊敏感数据严格管理，严禁泄露或违规使用，筑牢数据安全防线。
《通知》还突出“核查+治理”双轮驱动，推动形成管理闭环。人社部门对疑点数据逐条核实，对非违规情况及时反馈数据源部门修正，提升源头数据质量；对违规领取待遇的，采取追缴、分期抵扣等方式督促退还；对涉嫌欺诈骗保的，联合执法部门依法查处，增强震慑力。
为保障制度落地，我区同步印发《社会保险数据需求共享清单》，明确共享数据目录、内容、标准及应用场景，为全区各级各部门开展数据共治提供操作指引。“这一机制的建立，标志着我区在社保数据跨部门共享共治方面迈出关键一步，为提升社保基金风险防控能力、维护参保群众合法权益提供了制度保障。”自治区人社厅相关负责人说。（宁夏日报记者 马照刚）

为深入贯彻落实党中央、国务院关于稳就业决策部署，推进重点群体就业工作落地见效，扎实做好国家巩固拓展脱贫攻坚成果同乡村振兴有效衔接考核评估准备，10月27日至28日，自治区人力资源社会保障厅举办全区推进重点群体就业暨迎接巩固拓展脱贫攻坚成果同乡村振兴有效衔接考核评估培训班。厅党组成员、副厅长翟嘉涛出席开班仪式并讲话，各市、县（区）人社局分管负责同志及厅属相关单位主要负责同志参训。
培训紧扣促进重点群体就业与迎接乡村振兴考核要求，聚焦三方面任务推动政策落地。一是扛牢就业主责，守好民生“基本盘”。围绕学习贯彻习近平总书记关于就业工作的重要论述，结合党的二十届四中全会精神，阐释“就业是最大民生工程、民心工程、根基工程”，强调稳定就业对黄河流域生态保护和高质量发展先行区建设的支撑作用，引导参训人员提高站位、压实责任。二是聚焦重点群体，精准施策稳就业。围绕农村劳动力转移就业、离校未就业高校毕业生等青年帮扶工作情况以及康养照护类职业技能培训专项计划进行解读，要求各地聚焦“三个重点群体”，持续扩大就近就地与外出就业渠道，以康养照护类职业技能培训专项计划为突破点，以点带面，提升培训就业匹配度，缓解结构性就业矛盾。三是狠抓问题整改，打赢考核“攻坚战”。传达学习国家乡村振兴衔接考核方案，进步明确迎考要求。围绕农村劳动力转移就业质效、青年就业帮扶、考核满意度三大议题研讨，推动将培训所学转化为具体举措，为迎考夯实基础。
